We can't calculate the exact time without distance measurements b/n each mailbox, stop sign, turn, etc. However, we can calculate the upper and lower bounds, as you described. Prove it that a carrier only takes 5 minutes street time to properly deliver a full tray of dps.Consider, as an example, every time a rural carrier records a stamp sale on their scanner, it costs the USPS a little bit of money.
